This file is a digital geospatial Environmental Systems Research Institute (ESRI) ArcGIS Version 9.2 feature class (simple feature type) dataset type with a polyline geometry displaying 1-foot contours for Cook County, Illinois.
The 1-foot contours were interpolated from a Digital Terrain Model (DTM) that was created during 2009, for the Cook County Board of Commissioners, by the engineering firm, Merrick &amp; Company (Merrick). (See "Cross Reference" in the Identification Information section of this metadata report for full citation information.) The 1-foot contours cover the extent of the Cook County corporate limits, plus a buffer of an additional three hundred feet (300').
The 1-foot contours described in this feature class reflect ground conditions on specific dates during 2008 and 2009. Those dates, which are associated with a data collection mission using a Light Detection and Ranging (LiDAR) system, are as follows: November 21-23, 25, 26, 28, 29, 2008; April 11-14 2009.
This dataset meets National Map Accuracy Standards (NMAS) for 1:1,200 (1"=100') scale mapping and 1' contours.
This dataset is projected using the Transverse Mercator map projection. The grid coordinate system used is the Illinois State Plane Coordinate System, East Zone (Zone Number Zone 3776, FIPS 1201), NAD83/97 HARN (horizontal datum), NAVD88 (vertical datum), with ground coordinates expressed in U.S. Survey Feet.

This dataset was created to enhance an existing enterprise-wide GIS database that supports current and proposed applications involving executive decision and policy development, public
access, land records management, planimetric mapping, infrastructure management, economic development, engineering, map production, and various land data analyses.

The 1-foot contours were generated from LiDAR data that was captured between November 21, 2008 and April 14, 2009.
The description of ground conditions, using 1-foot contours, has been completed using 8 subtypes that are members of a domain called "d_contour_type."

CONTOUR GENERATION AND PREPARATION OF GEODATABASES FOR DELIVERY TO PRO-WEST &amp; ASSOCIATES (PWA)
Merrick performed contour interpolation using the Cook County DTM. Using MARS (Merrick Advanced Remote Sensing) software, a DTM was created from ground LiDAR points and breakline points. ESRI contour shape files are created using a 2,500 foot by 2,500 foot tile scheme. The shape files are merged together to create an ESRI version 9.2 contours_1ft feature class. Feature classes were organized into geodatabases on a Township-by-Township basis. There were a total of 33 Townships prepared for delivery to PWA.
The following topology rules were applied to the "Cook2008" feature dataset:
"Must Not Have Dangles"
Requires that a line feature not touch lines from the same feature class at both endpoints. An endpoint that is not connected to another line is called a dangle. This rule is used when line features must form closed loops, such as when they are defining the boundaries of polygon features.
"Must Not Self Overlap"
Requires that a line feature cannot overlap itself.
"Must Not Overlap"
Requires that a line feature does not overlap another line of the same feature class.
"Must Not Self Intersect"
Requires that line features not cross or overlap themselves.
"Must Not Intersect"
Requires that line features from the same feature class not cross or overlap each other. Lines can share endpoints.
NOTE: No topology rules were created to define permissible relationships between this feature class and others within the feature dataset.
Once topology rules were established, the single ArcInfo coverage file was then exported as a feature class, named "Contours 1ft" into the "Cook2008" feature dataset.
QUALITY CONTROL (QC)
Pro-West &amp; Associates (PWA) was contracted by Merrick to conduct QC procedures upon the feature classes.
1) Topology
PWA was responsible for correcting topology errors to ensure that the feature classes contained:
No dangles
No self-intersections
No self-overlaps
No intersections
No overlaps
PWA would review topology errors and add a QC point to a new QC feature class when significant errors were discovered such as spikes in data that caused crossing contours, bad breaklines, etc. Breaklines were used to assist in the resolution of topology errors. When PWA's review was complete, the feature class of QC points was sent to Merrick so that they could make corrections and re-send that shapefile to PWA for re-insertion into the Township GDB.
2) Contour Coding
PWA was responsible for verifying that regular (Index/Intermediate) contours did not tie with any depression (Index/Intermediate) contours. Contour "rings" (i.e., closed polygons) had to be only one type, either regular or depression.
PWA reviewed each error, one feature at a time, and fixed the topographic feature class that had all the features and changed the contour types appropriately.
3) Hydro-polygons
PWA verified that no contours crossed into hydro-polygons (waterbodies). Using a hydro-polygon feature class provided by Merrick, PWA clipped the topography feature class to create a topo_water feature class. PWA reviewed these features to discover any contours that crossed into lakes. When contours were discovered to cross into lakes, PWA could redraw these contours around the lake. When this was done, PWA would add a QC point to a new QC feature class so that Merrick could review the change and modify the breakline as necessary. In circumstances where PWA deemed the tolerance for error to have been exceeded, PWA would add a QC point to the new QC feature class. The contour was not re-drawn. Merrick would review the QC point, correct the error, and re-send that shapefile to PWA for re-insertion into the Township GDB.
When all corrections were completed, the topology rules were re-run to ensure compliance.

GEODATABASES RETURNED FROM PWA FOR FINAL PROCESSING
The contours_1ft feature class is intersected with the Obscured feature class to code any Obscured contour lines. This final feature class has FTYPE coded as follows:
"Index Contours" Attribution of every fifth contour (multiples of five-feet)
"Intermediate Contours" Contours that lay between each Index contour.
"Index Depression Contours" Every fifth contour (multiples of five-feet) located in areas of lower elevation.
"Intermediate Depression Contours" Contours that lay between each Index Depression contour.
"Index Obscured Contours" Every fifth contour (multiples of five-feet) that intersects with previously captured areas of dense vegetation, dark shadows, etc.
"Intermediate Obscured Contours" Contours that lay between each Index Obscured contour.
"Index Depression Obscured Contours" Every fifth contour (multiples of five-feet) located in areas of lower elevation that intersects with previously captured areas of dense vegetation, dark shadows, etc.

Information describing ground areas that were visually obscured was provided by a dataset titled: "Cook County, Illinois 1:1200-Scale 2009 Obscured Areas Polygons, Version 1.0, April 2009"
ANNOTATION
Nonfeature-linked annotation, which is geographically placed text strings that are not associated with features in the geodatabase, was generated to accompany the "Contour" feature class. All index contours (multiples of five-feet) were annotated using the ESRI maplex label engine.
QUALITY CONTROL
Merrick applied rigorous quality assurance and quality control measures during the initial photogrammetric process (aerial photography, control (AGPG and ground GPS), LiDAR, and aerotriangulation), to ensure that the final desired products maintained a high level of accuracy and quality.
However, to ensure the integrity and completeness of the final cartographic characteristics and final databases, PWA performed a quality inspection that included a combination of data plotting, manual examination, and automated verification checks.
Specifically:
1. Visual checks of content (existence of required features).
2. Cartographic inspection of the placement of all text and symbols.
3. Cartographic inspection to ensure that all topographic features matched along the edge of adjacent map sheets.
4. Registration of graphical data to digital orthophotography.
5. Automated inventory/validation of the feature class.
6. Automated validation of attributes.
7. Automated validation of element types, data ranges, directionality, and label points.
8. Automated validation of network topology of linear features.
9. Automated validation of correct annotation characteristics.
10. Conformance to file naming conventions.
11. Validation of the final data delivery format.
12. Inspection of Quality Control reports.
Contour lines were verified against the DTMs, including breaklines. General review ensured that the lines did not cross each other, did not cross breaklines, had a smooth appearance, and were properly attributed.
