The data are stored in an ESRI ArcGIS Version 9.2 geodatabase. This Board of Review district feature class interprets the location and describes the boundaries of each of the three (3) Board of Review districts located within Cook County, Illinois. The Cook County Board of Review (formerly the Board of Tax Appeals) was created by the 89th General Assembly under statutory changes that established a three-member Board of Commissioners elected from three electoral districts. Attribution for this feature class includes a Board of Review district identifier. This feature class was originally created in 1997 and it is current as of 2010. This dataset is projected using the Transverse Mercator map projection. The grid coordinate system used is the Illinois State Plane Coordinate System (Zone Number 1201), NAD83 with ground coordinates expressed in U.S. Survey Feet. The purpose of the feature class is to interpret the location of and describe Board of Review districts in Cook County, Illinois for general use by the public and to support internal business requirements of several County agencies. This feature class also supports summarization of existing data by these geographies, and acts as boundary file for thematic mapping. The Board of Review is vested with quasi-judicial powers to hear and decide taxpayer complaints on the value or exempt status of real property, which includes residential, commercial, industrial and condominium property, along with vacant land. Powers granted to the Board include the following: 1.Correct factual mistakes 2.Review Certificates of error 3.Order the Assessor to revise and correct the assessed value of property 4.Review and recommend property for tax exempt status The Board of Review must also defend appeals made to the Illinois Property Tax Appeal Board (PTAB) from property owners. The Board deals only with assessed valuation before equalization, not with the tax rate or the amount of a tax bill. Approximately 88,000 cases/hearings (average) have been reviewed annually since 1994. All planimetric layers used as reference during the creation of the feature classes shared the same horizontal positional accuracy. Creation of Board of Review District Boundaries During 1997, the Clerk's Office received census descriptions of each Board of Review District in Cook County from the State Senate's Office. This description was used to facilitate the selection of polygons from TIGER/Line data published by the U.S. Census Bureau. When selection of all polygons for a particular Board of Review District was completed, they were merged to create a single polygon. In the "heads-up" display, each boundary was reviewed using Township Maps provided by the Cook County Highway Department (CCHD). Planimetric data in the Township Maps was compared to the boundary of each Board of Review District. Where necessary, and with the assistance of the State Senate's Office, the boundary of each Board of Review District was edited and made coincident with planimetric data from the CCHD. Upon completion of the boundary of each Board of Review District, a metes and bounds description was created by the GIS Technician. The metes and bounds legal description was delivered to the State Senate's Office for approval. The legal description was reviewed and, if necessary, edited by the State Senate's Office and then returned to the Clerk's Office. Edits of the legal descriptions provided by the State Senate's Office were used by the GIS Technician to update the GIS file. The final GIS file was saved as a coverage file.
