This file is a digital geospatial Environmental Systems Research Institute (ESRI) ArcGIS feature dataset that contains polygon feature classes of State Legislative District GIS datasets for Cook County, Illinois. Data is stored as polygon feature classes, and each is saved to an ESRI ArcGIS Version 9.2 geodatabase.
The feature dataset contains two feature classes which describe the following features: State Representative District - Lower/House and State Senate District - Upper/Senate.
1) State Representative District (Lower/House) feature class
The State Representative District (Lower/House) feature class interprets the location and describes the boundaries of all Representative Districts within Cook County, Illinois. The 59 Representative Districts of Cook County are the areas from which members are elected to state legislatures. The Representative Districts embody the lower (house) chambers of the state legislature. Attribution for this feature class includes a Representative District identifier.
This feature class is current as of 2010.
2) State Senate District (Upper/Senate) feature class
The State Senate District (Upper/Senate) feature class interprets the location and describes the boundaries of all Senate Districts within Cook County, Illinois. The 31 Senate Districts of Cook County are the areas from which members are elected to state legislatures. The Senate Districts embody the upper (senate) chambers of the state legislature. Attribution for this feature class includes a Senate District identifier.
This feature class is current as of 2010.
This feature dataset is projected using the Transverse Mercator map projection. The grid coordinate system used is the Illinois State Plane Coordinate System (Zone Number 1201), NAD83 with ground coordinates expressed in U.S. Survey Feet.
The purpose of the feature class is to interpret the location of and describe State Legislative Districts in Cook County, Illinois for general use by the public and to support internal business requirements of several County agencies.
This feature class also supports summarization of existing data by these geographies, and acts as boundary file for thematic mapping.
This dataset was also created to enhance an existing enterprise-wide GIS database that supports current and proposed applications involving executive decision and policy development, public access, land records management, planimetric mapping, infrastructure management, economic development, engineering, map production, and various land data analyses.

This feature class provides all State Legislative Districts (Lower/House and Upper/Senate) for Cook County, Illinois that existed in 2010.
All planimetric and cadastral layers used as reference during the creation of the feature classes shared the same horizontal positional accuracy. As such, the horizontal positional accuracy report of those reference layers is presented here:
"This data set meets National Map Accuracy Standards for 1"=100' data products, and has an absolute horizontal positional accuracy of 2.5 feet (0.7625 meters)."

2) Digitization of State Representative District (Lower/House) Boundary Descriptions
With the assistance of a variety of Cook County GIS layers, each boundary description of a Representative District was digitized by a Cook County GIS technician. Using each textual description and map depiction of the Representative District, the interpreted boundary of the Representative District was digitized. The GIS layers used to facilitate the process included:
1. Cook County Hydrography Midlines
2. Cook County Hydrography Polygons
3. Cook County Street Midlines
4. Cook County Railroad Lines and Features
5. Cook County Municipalities
6. Public Land Survey System.
Upon completion of the digitzation of each Representative District, the feature was then attributed with a Representative District identifier that was consistent with the value provided by the Illinois State Board of Elections. The data was saved as an ArcGIS version 9.x polygon feature class.

3) Creation of State Senate District (Upper/Senate) feature class
A copy of the State Representative Districts feature class was exported to a new feature class. Since each State Senate District comprises of two State Representative Districts, polygon features in the new feature class with the following State Representative District identifier were merged and attributed with a State Senate District identifier:
